Add Sub-Manifests draft: the S card, overcoming the F-card wall
New experimental draft draft-fossil-submanifests-00 introducing the S card and the SUBMANIFEST artifact type (code 9). A check-in's file set is carried as a tree of content-shared sub-manifests -- leaf sub-manifests holding F cards, interior ones holding S cards -- rather than a single flat F-card run, so a tree slice unchanged between check-ins is stored once and referenced by hash. Updates draft-fossil-artifact-format-00: card syntax gains S; type determination reclassifies a D-less MANIFEST as SUBMANIFEST; the R card is computed over the tree-walk enumeration. Sync and repository-state requirements are stated against draft-fossil-sync-protocol-00 and draft-fossil-repo-state-00. draft-fossil-delta-format-00 is unaffected. Rendered via the established flow (kramdown-rfc 1.7.39 -3 -> NBSP fold, 1 character -> xml2rfc 3.34.0 --text). Repository State clarification errata: unclassifiable artifacts
Add §4.4 Unclassifiable artifacts: a hash-valid artifact that a conformant parser declines to classify (e.g. a WIKI artifact with no U card, per FossilArtifact §5.2 and Appendix C) is opaque to repository state rather than fatal to assembly; an artifact whose octets do not hash to its stored name remains a distinct integrity failure. Also carried in this revision: - §4.2: a repeated P-card parent hash creates no second linkage row and keeps the primary-parent indicator from its first occurrence. - §4.2 step 5: restate idempotency in terms of persisted linkage/event state, noting the parentless-manifest mlink-guard case. - §6: branch enumeration groups on event.mtime explicitly. - §8: tip exact-time ties are implementation-defined.
